Pactos, a Munich startup digitising external workforce management, has raised €2.7M in pre-seed funding led by High-Tech Gründerfonds (HTGF), with participation from industry leaders and angel investors.
Managing external staff across procurement, HR, and legal is often slow, fragmented, and risky, with many companies still relying on Excel and email. Pactos addresses this by offering an AI-powered platform that automates contract reviews, tracks assignments in real time, and securely stores data.
Already used by clients including Swissport, Knuth, and Unique Personal, the platform integrates with systems like zvoove and is fully GDPR-compliant.
Backers and strategic support
Alongside HTGF, the round drew backing from:

Expansion plans
With the new capital, the startup will:
- Enhance its agentic AI capabilities.
- Grow its development team in the DACH region.
- Accelerate B2B customer acquisition.
