Regulatory tech startup Struck has raised €2 million in seed funding to expand its AI-powered compliance platform across Europe.
The round was led by Value Factory Ventures, with participation from Antler and several industry angels from the construction and real estate sectors.
Founded in 2024, Struck helps architects, developers, and municipalities navigate complex building regulations — a growing challenge as Europe faces mounting housing needs and stricter sustainability targets. Its platform provides instant regulatory insights and will soon enable automated design compliance checks, reducing project delays, costs, and administrative burden.
“Building regulations are becoming increasingly complex while the need for faster, more sustainable construction keeps rising,” said Max van Riel, co-founder. “It’s essential to find smarter ways to accelerate and simplify this process.”
Tackling a €trillion industry bottleneck
Since launch, the company has become one of the Netherlands’ leading compliance tools, serving thousands of users — including municipalities, developers, builders, and architects. Its features include an AI-powered code library and an automated permit exemption checker, both designed to minimize manual regulatory work.
“The construction sector produces nearly 40% of global CO₂ emissions, yet we still need to build millions of new homes,” said Johan van Heusden, Managing Partner at Value Factory Ventures. “Solving that paradox means building smarter, not slower — and Struck is at the forefront of that shift.”

With fresh funding, Struck plans to scale into new European markets, focusing on regions where complex permitting processes slow development. The company aims to become the continent’s go-to platform for AI-driven building compliance, supporting sustainable and efficient construction practices.
